Any user can clear alerts because s/he might be fighting a deadline and cannot wait for approval to proceed. Clearing an alert is a manual procedure; however, not clearing an alert will not affect the order in any way. The alert will simply continue to display as-is and uncleared.
To clear an alert, click Clear in the iOnTitle message at the top of resultsmessage at the top of results. When an alert is cleared:

Cleared

Clear changes to Cleared.
The iOnTitle flag next to your:
Search in Recent Activity disappears (when all alerts are cleared for said search).
Order in Recent Activity disappears (when all alerts are cleared for said order).
A log is created to display in reports.
You can also clear alerts from the Order Home Page.
